Determining whether to outsource Operations and/or Maintenance is one of the most challenging decisions any organisation can make. It is a tacit admission that the organisation cannot deliver best practice in the O&M arena. However, outsourcing purely for cost saving purposes has got a track record of failure. Understanding the organisation's core business is essential before embarking on any outsourcing path. Best practice is achieved when operational performance and asset availability is maximised through a whole life cost approach. Third party organisations bring expertise not necessarily held "in house", and a thorough appraisal of risks and accountabilities for operating and maintaining assets is essential before turning to the marketplace for potentially outsourcing Operations and/or Maintenance.

Mike is managing director of MCL Consultancy Ltd working in the field of effective Operational and Maintenance processes and has a particular interest in the working relationship between Operations & Maintenance, and how that relationship is developed through objective setting, measures, planning, and risk & accountability, whether maintenance is carried out internally or externally. He has developed maintenance strategies for a wide range of clients, from health clubs to manufacturing and specialises in the utilities. His work on developing asset based performance contracts to replace schedule of rates on infrastructure assets for his utility clients has led to significant improvements in operating costs, capital effectiveness and asset performance. He is currently advising Thames Water on a 10 year £1,000M outsourcing contract for maintenance of their water treatment, waste water treatment and pumping station assets. A prolific writer, his articles and papers are published in international journals covering such topics as maintenance strategy, the impact of outsourcing, contractual arrangements and the relationship between Operations & Maintenance. As a guest speaker, he has addressed conferences on a wide range of maintenance related topics. He has a Degree in Electrical and Electronic Engineering, a Masters Degree in Managing Change, and is a member of the Institute of Asset Management, the Institute of Engineering and Technology, and is a Chartered Engineer.
