08:30 AM - 10:00 AM - First Session: Global thinking on HR outsourcing - where are we now and where next?
HR outsourcing is a much talked about technique for reducing the cost and outcome of HR services. There have been some landmark contracts signed and there have been many lessons learned along the way. It is fair to say that the technique has proved its worth (especially to US and UK based multinationals), but it is not without its problems - and it is not suitable for every organisation. This session will look at the way in which the HR outsourcing market has evolved during the past decade. Tim Palmer, the current Chair of the European HR Outsourcing Association will take a look at market trends, lessons learned and emerging thinking within the industry. He will draw on market research and his personal knowledge of working on many of the landmark deals and knowledge of the direction that the HR outsourcing service providers are moving with their offerings.

10:15 AM - 12:00 Noon - Second Session - What's different about HR in the Arab market?
HR organisations in the Arab world face unique challenges. They have access to some of the world's best thought leadership in HR, but HR leaders have to interpret the concepts and approaches for the local market. In this session, Tim will discuss these challenges with Phil Rice, who leads PA's HR consulting team in the UAE. They will look at the advantages that local HR leaders have in building excellent HR teams and programs, and also the challenges that they must overcome. They will argue that there is room for a best practice model to emerge for Arab organisations, which is distinct from that used in other regions.

12:30 PM - 02:30 PM - Third Session - A local perspective - HR outsourcing from a supply and demand perspective
HR outsourcing has historically been a predominantly 'Anglo Saxon' way of working - most suited to the US and UK business environments. There has been little use of outsourcing (of HR, IT or other areas) as a technique within the Arab world. Yet there is a growing interest in considering different delivery models, particularly as economic challenges grow. This session will combine themes from the first two sessions and look at research into the use of outsourcing in the Arab market: who is buying and who is selling? It will also look at the critical factors required to succeed in using HR outsourcing in this market.

Prior to joining PA Huw worked in senior corporate roles with Unisys, Compaq, The Gillette Company and Proctor & Gamble where he led the design and implementation of UK and regional shared services and off shored and outsourced operations in HR, Finance and IT.
