Yet, the need to achieve immediate cost-savings from outsourcing can distract! The consequence is the disregard of one of the most important phases of the outsourcing process – the Transition. To ensure successful transition period; companies should put a special care on people change management and on number of Key Successful Factors such as: SLAs, KPIs, Communication Protocols, QA, Dashboards. Operations and Maintenance Outsourcing – Experience from the UK

The outsourcing of facilities management gathered pace in the UK in the 1990's, and is now a well established best practice.  The success of outsourcing Operations and Maintenance has however, been patchy.  One of the major reasons for outsourcing failures has been the lack of clarity in determining contractual risk and accountability.  One of the best examples of catastrophic failure was in the UK rail industry post privatization, and the business model followed by the rail infrastructure company, Rail track.  There are many lessons that can be learned from the discredited Rail track business model which will benefit any organization considering outsourcing Operations and Maintenance.

Case Study: 4PL Implementation at PDO

For the last 5years, PDO has been introducing with a new form of business model to rapidly build new capability to serve its fast-growing oil exploration and development activity in Oman. This has involved structuring a new 4PL style organization made up of an LLP, technology organization, specialist 3PLs, and the original PDO Logistics Dept. The organization has been operated using a mix of contractual and collaborative arrangements, with tangible success particularly in Rig Moving Value Creation. The Transitioning Process

One of the challenges in outsourcing operation and maintenance (O&M) projects and activities is the transfer of existing in-house maintenance knowledge, experience, and data to the third party or contractor. All the existing maintenance knowledge, history data, and experience are owned by the organization and must be carefully managed in order to prevent the loss of these valuable assets during the transition process.   This paper discusses the process of transferring knowledge and experience as required in an O&M project and highlights the importance of integration and managing the in-house knowledge and experience through best practices. It presents a framework and methodology based on a win/win partnership with contractors.
