09:15 AM - 09:45 AM - Outsourcing Transitioning
On major outsourcing projects, organizations can forget that the most pressing issues in outsourcing are people-related, not money-related. Yet, the need to achieve immediate cost-savings from outsourcing can distract! The consequence is the disregard of one of the most important phases of the outsourcing process – the Transition. To ensure successful transition period; companies should put a special care on people change management and on number of Key Successful Factors such as: SLAs, KPIs, Communication Protocols, QA, Dashboards. On the other hand, a practical and sound “exit” strategy (fallback) must be in place and ready to execute once the above control signs reflect negatives.

Dr. Ulrich Koegler 02:00 PM - 02:30 PM Operations and Maintenance Outsourcing – Experience from the UK The outsourcing of facilities management gathered pace in the UK in the 1990's, and is now a well established best practice. The success of outsourcing Operations and Maintenance has however, been patchy. One of the major reasons for outsourcing failures has been the lack of clarity in determining contractual risk and accountability. One of the best examples of catastrophic failure was in the UK rail industry post privatization, and the business model followed by the rail infrastructure company, Rail track. There are many lessons that can be learned from the discredited Rail track business model which will benefit any organization considering outsourcing Operations and Maintenance.
Mike Levery 02:30 PM - 03:00 PM Case Study: 4PL Implementation at PDO For the last 5years, PDO has been introducing with a new form of business model to rapidly build new capability to serve its fast-growing oil exploration and development activity in Oman. This has involved structuring a new 4PL style organization made up of an LLP, technology organization, specialist 3PLs, and the original PDO Logistics Dept. The organization has been operated using a mix of contractual and collaborative arrangements, with tangible success particularly in Rig Moving Value Creation. This paper will discuss the lessons learned and how the 2nd Generation 4PL concept will be configured.

03:30 PM - 03:55 PM The Role of Knowledge Management in O&M Outsourcing: One of the challenges in outsourcing operation and maintenance (O&M) projects and activities is the transfer of existing in-house maintenance knowledge, experience, and data to the third party or contractor. All the existing maintenance knowledge, history data, and experience are owned by the organization and must be carefully managed in order to prevent the loss of these valuable assets during the transition process. This paper discusses the process of transferring knowledge and experience as required in an O&M project and highlights the importance of integration and managing the in-house knowledge and experience through best practices. It presents a framework and methodology based on a win/win partnership with contractors.
Eng. Sultan AlKhuraissi 03:55 PM - 04:20 PM The role of Outsourcing in the Integrated Supply Chain What is the “Integrated Supply Chain”? Global business has changed dramatically over the last decade and the economic challenges of the last year have only highlighted the pressure on efficiencies in the Supply Chain. Supply Chain integration has become a requirement for most businesses to continue to exist. Outsourcing of non-core activities is a widely accepted way of improving some of these efficiencies. However, this has put pressure on Supply Chain Visibility and Integration. How does a Business successfully outsources parts of its activities while keeping control over the en-to-end Integrated Supply Chain.
André N. Verdier 04:20 PM - 04:45 PM Digital Mobile Maintenance and Contractor Communications Digital Mobile Maintenance is an innovate Idea which was created and implemented by AADC with joint coordination of outsourcing providers. It is simply synchronizing the expertise of the utility business with the contractors facilities. AADC Pro-Active Maintenance strategy is supported by IT Technologies to automate site works and to improve key performance indicators in minimum cost. Asset management is optimized by balancing the in-house resources with the available market resources.
