For the last 5years, PDO has been introducing with a new form of business model to rapidly build new capability to serve its fast-growing oil exploration and development activity in Oman. This has involved structuring a new 4PL style organization made up of an LLP, technology organization, specialist 3PLs, and the original PDO Logistics Dept. The organization has been operated using a mix of contractual and collaborative arrangements, with tangible success particularly in Rig Moving Value Creation. The outsourcing of facilities management gathered pace in the UK in the 1990's, and is now a well established best practice.  The success of outsourcing Operations and Maintenance has however, been patchy.  One of the major reasons for outsourcing failures has been the lack of clarity in determining contractual risk and accountability.  One of the best examples of catastrophic failure was in the UK rail industry post privatization, and the business model followed by the rail infrastructure company, Rail track.  There are many lessons that can be learned from the discredited Rail track business model which will benefit any organization considering outsourcing Operations and Maintenance.
